

Occ has mostly ranged skills so if you're not building for Stab you can just run Ancestor's Pistol and put him in the front where he likes to be. You can make it work but you don't really have a reason to, there's a lot of enemy parties that don't care about your squishy heroes being in the back so it doesn't provide that much defensive utility. He's a weaker version of the rank 3 damage build without Stab and support-wise he won't be able to compete with the rank 2 build due to not having Hands.

It's not a meme, it's just worse than building him for the other three positions. It's backrank Occultist killer with debuffs to help his team and keep him safe in position 4. It's a great filler when you're still generating your trinkets (typically in lower level areas where you'll only really lose a few points from healing and can save lots of money through reduced food needs).

Unless we're talking massive health returns, the reduced healing is insignificant and partially off-set by the target having +10% max health. Bloodthirst ring is much better if you ask me. I assume you mean the fasting seal? +5 Dodge is not even worth thinking about and most runs will not involve starvation. More dodge points and less food consumed are too good to pass up.
